If you have not had a panic attack today and feel the need to, you really need to watch this video.
This video purports to show a road to Berdyansk, Ukraine, on the Crimean on Constitution Day on June 28. Due to the traffic the police opened the traffic on both sides of the road but did so with no notice. That means drivers already on the road faced traffic coming at them and exaserbated already horrible traffic.
The camera car is trying to leave Berdyansk, while the opposing cars are going into the resort town.
It seems like blame for this then rests on the drivers, the police and a little on this driver. There is still no good reason that these drivers should be passing on the shoulder. The police made the horrible decision to open the other lanes without telling drivers already on the road, and the driver in this car probably should have turned around or found an alternate route. It appears that there are other drivers behind the camera car though.
