Formula 1 tightens engine management rules

FIA Officials will be tightening rules regulating engine management starting this weekend in Valencia. Officials are concerned that the teams have been using one management program for qualifying and another for the race. These new regulations are in addition to the ban on off-throttle use of blown diffusers starting at the race at Silverstone next month. 

F1 analysts theorize that the reason for Red Bull's qualifying success is that the team has been using an aggressive management program for qualifying and reverting to a more mild set-up for the race. 

The new rules mean that teams must begin the race with the same engine management program used during qualifying and must wait to change it until the team takes its first pitstop. It is unlikely that teams will switch programs during the race due to the speed of contemporary F1 pitstops.

I hate this mid season rule changes as this just is unfair to a team who is clever then the team which is not.
