THE Chevrolet ENV 2.0 (the Electric Networked Vehicle) GETS a pilot program in China so maybe this is not as absurd as it looks. 

The original ENV concept was shown at the World Expo 2010 in Shanghai. The two-seat car is meant to be an electric car that is connected both to the traffic pattern and to other drivers. It is meant to lower traffic congestion; make parking easier; improve air quality; and be affordable. The 2.0 version adds more storage space and climate controls. GM says that it is going to have pilot programs of the vehicle in China.
