The system will allow race stewards to apply penalty points to drivers' racing licenses instead of fining them. A level of points for various infractions will be decided if the measure is voted into the rules.
If a driver receives 12 points within a 12-month period, then he will incur a one-race ban. Any points on a drivers' license after 12 months will be erased.
"From what I saw, I don't think it will be so different to what we saw until now.
"Drivers who are creating problems will suffer more than the others. What I did all my career was not be involved in this, so it is OK," said Felipe Massa.
The teams also rejected a proposed penalty laps system where the stewards would have been able to punish a driver with a penalty lap for an infraction judged worse than warranting a stop-and-go penalty. A majority of the teams did not agree to it.
