The FIA has decided to move the German Grand Prix up one week to July 7 in order to make room for another European race in the 2013 Formula 1 season. Bernie Ecclestone has said that he is in negotiations to add the Turkish Grand Prix to the calendar for July 21.
The reason that these changes in the schedule are happening is because the New Jersey Grand Prix was on the provisional schedule but then cancelled. That made the 2013 season 19-races long instead of the preferred 20 races.
The FIA made some rule changes official that it had previously discussed.
The force majeure rule during qualifying has been removed. Now, if a driver stops on track during or after qualifying, the stewards will add the amount of fuel that would have been used on top of the required 1-liter reserve.
The rule that cars must be electrically powered while in the pitlane has been postponed to 2017.
DRS may only be used in DRS zones during practice and qualifying now.
The curfew for working on the car has been extended from six hours to eight hours after Thursday practice, but teams may only go past the curfew twice instead of the previous four times.
Finally, the cars' minimum weight has been increased to offset the heavier tires.
